How far can you go with learning to play the drums, without an actual drum kit?

I really want to learn to play the drums but I don’t yet have the resources nor the place to play an acoustic or electronic drum kit. I wanted to know how far can I go with learning, without a drum kit.

You could spend $20 on a good single practice pad and it is no different than practicing on a real snare drum for the most part. You could take snare drumming as far as you want to on a pad. If you can spend $150 this practice pad set would allow you to do anything (in terms of practice) that you could do on a real set.
